No, they didn't. People pirate when PC games become too much like console games, with shit options, bad optimization, invasive malware-like DRM, anticonsumer exclusivity deals and platform wars which seek to divide and isolate player bases, and exhaustive levels of monetization that compromise every other mechanic of the game.
People feel like those kinds of games aren't worth paying money for, so either they pirate in protest, or they pirate to squeeze what fun is left in the game if there's any at all, or they pirate to essentially have a game demo since reviewers are mostly just corporate marketers at this point and can't be trusted to tell the truth about [PRODUCT].

Also it goes without saying, PC gaming isn't dead, it was supposed to be dead two console generations ago but somehow games still keep coming out on PC, people keep playing on PC, and eventually when console publishers have raped their player's wallets for as much as they can get, they still port their game to PC.

The death of physical distribution, the elitist expectations, and the bewildering fragmentation of the player demographics is what "killed" this "PC gaming" you're talking about, which never actually existed. PC never had a steady flow of well-made, well-received, and well-selling ports from the console multiplat publishers.
