The 3090 is such a fast GPU there are literally zero games on the market that aren't CPU bound when using it to play games at 4k and below. That means no matter what CPU you get and no matter how much you overclock that CPU unless you're playing in 8k or above that CPU is going to bottleneck your 3090. But that's not the end of it it has the same problem with displays, there really isn't a wealth of 8k displays out there and what there is have serious downsides like poor response times, bad colors, or poor refresh rates, poor price or some combination there in.
That's the problem with putting out something so revolutionary, it doesn't have all the supporting infrastructure to make it sensible. If you buy a 3090 now you'll be waiting 5 years for CPUs and Displays to catch up anyway and in that time there will be a 4080 and a 5080 which will be cheaper and have the same or better performance. Buying a 3090 now would be like buying a Tesla Model 3 in 1940.
