It was always implied he was something different than humans. I think he was always meant to be some kind of alien or super human, the original idea even stated that he was supposedly the Cain from the Bible story and that he has been roaming Earth since those times, always making moves here and there, until Tiberium finally fell from the sky and he saw a chance to do... well, something. I think he originally wanted to make humanity evolve with it, but then EA ditched the idea, changed some things and made him just want to leave the planet lol
