I think people were just mad Kojima let you play with Snake in the demo and made you believe you'd play him throughout the game but instead they're giving you the pretty boy with gayish tendencies.

But at the time, the hype for MGS2 was huge, everyone loved snake, and every trailer/preview material had shown Snake. To suddenly be saddled with this awkward loser specifically designed to make "gamers" look at themselves in the mirror, and listen to his relationship melodrama for the whole game. It was a hell of a bait and switch, i dont think Kojima realised how much everyone was gonna hate it.
I liked Raiden the first time I played MGS2, but to be fair I played it on the HD collection released on PS3/360 around 2007. I can get why people hated him when it first came out, the hype and advertising was purposefully misleading - everyone thought Snake would be the main character. I don't think it was a good move, it was basically Kojima being an asshole.
I am pretty sure the only time you even saw Raiden at all in the pre-release stuff for the game was one shot of him and Snake fighting together inside Arsenal which just made him look like a supporting character at best, kinda like Otacon or Meryl. I think the same shot is used in the opening of the game.
Not too sure if this is actually true. There is clear evidence of cut content that reveal that the player was able to play Snake on the Plant at some point.

Unless you played the original mgs and was hyped for mgs2, you will never understand the hate he got. MGS 1 was a huge success and everyone loved snake as a character. Then when mgs 2 was coming out, It was giant bait and switch where every single promo for mgs2 had snake instead of raidan. So when you booted the game up, started playing as snake, and then not even an hour later, you're this brand new character which at the time was too ''effeminate'' and ''bitchy''.
Before the game came out people had spend months replaying the tanker demo expecting an entire game like that where they would be playing as Snake. They didn't like getting rug pulled and hated feeling like they got tricked.
Since MGS2, Kojima went out of his way to make Raiden more of a badass than Snake and while he will never be as popular as Snake people now appreciate him in a different way.

Not sure if the whole gamer = raiden narrative was the point. We were supposed to play Snake much more than what we got.
When you think you're gonna play as Snake and instead get some white-haired prettyboy with his girlfriend nagging over the comms, it's a real shock. As the story goes along, you begin to connect with Raiden and plus Snake is just fine and you get to hang out with him, but some people couldn't get over the initial bait and switch.
Raiden was the first bit of anime weirdness that wasn't sanitized for a western audience, it's obvious why people in 2001 would hate a Bishounen character thrown into their face without warning.
He was pretty boring compared to Solid Snake initially. In MGS4 and Rising he became a much better character.
I read (on wikipedia) that Kojima wanted to keep Raiden a secret from the player so they purposely placename Snake in Raiden sections in trailers to fool the viewers

Raiden is meant to be the player, what makes me think that is Raiden was trained in "VR missions", he is supposed to be the MGS1 fan who played the game, completed those VR missions.

I disagree he had a pretty humane character in MGS2, Kojima stated multiple times that Snake is very emotionless compared to Big Boss and Raiden, but even with all of that Raiden turns out to be an arguably better soldier than Snake if you pay attention to his story, he fought in Liberia as a kid and took out 20 metal gears on his own, but people got mad because they couldn't self insert on the stone cold bad ass that was Snake, so by MGS4 Kojima probably got pissed by the complains and turned he into an anime edgelord sasuke clone.

I've always thought this theory falls flat when you remember that Raiden fought like 50 Metal Gear Rays and then Solidus. Raiden is not the player, Riaden is way cooler than the player.

Everyone already answered it, but it was because of the Snake bait & switch. Having played it at release, the whole game had this very uncomfortable feeling playing through, like when is Snake coming back, not to mention the whole Pliskin thing. When Pliskin is introduced, you already knew who it was, but you didn't want to accept it and that you weren't playing as him.
That being said, credit where credit is due. As much as I didn't like it back then, I do have to admit how impressive it was that he kept it a secret for so long. So many promos with Snake (including having the FAMAS on the tanker) and things like that. I think there was only one trailer that showed Raiden, but only with the underwater gear. They never showed his face leading up to release or even mentioned him as a character. I don't think a developer could ever keep that kind of thing under wraps like that in this age now with all the leaks and such.
Raiden has grown on me over the years, and MGS2's story is great, despite many would argue about how convoluted it is. But IIRC, and you can probably still find this, the decision to switch to Raiden was to appeal to female audiences. Back in that era, everyone had a Geocities/Angelfire page and bishojou/bishonen shrine pages were all the rage. Raiden was designed as a "bishonen" style character to appeal to females. This was actually mentioned in the making of for MGS2, but I can't remember who said it.
