Yes, the overall goal is the same idea as most souls games where you have accomplish a multipart objective. The order you go about it is up to you, as the world branches with various routes branching out from the central hub and it's connected areas.
The order you progress doesn't necessarily matter in the long run (outside of a very few specifically timed interactions), but certain things will trigger or happen as you hit certain overall progression milestones.
