It'll make sense if I explain what Titan cards are about. While perfectly possible to use as a gaming card they're main target audience is professional graphic designers, these are people who make money by rendering 3d computer models for any number of things.
So lets's say we have one with a 3080 and another with a 3090 - the 3090 owner is completing his workloads 7% faster, which means he's both able to pay for the card very fast and make even more money on top because his output is increased. 7% over a year would actually equal a very large profit to people in CAD.
In short these cards are for a small but profitable boost in work speed aimed at the professional market.
