This depends on the direction they take his character. If they go full Ash Williams then yes there is no doubt that he'll be integrated as part of the main, recurring cast.

This most recent trailer seems to present his story in RE8 as being more emotional, though. Like they have a clear beginning, middle and end set out for him.

Then again, most people didn't expect him to be fearlessly spouting one-liners at enemies by the end of RE7. So who knows how he'll develop in 8?
