Take Halo CE, The Library in considered a horrible level, but it's because of The Library we get to understand how much of a threat the Flood its. The never ending hordes makes you feel the flood threat.

Its some shade at EA and Activision and mobile that make games to rob their players.
Though Pokemon is guilty these days with Sun/Moon gettingg Ultra finished it this time edition and Sword/Shield just being a minimal effort to the point it hurts. Mario's 25th Anniversary was pretty shameless as well but that was a one time bad thing on the Wii so it wasn't too much of an issue.

Because different people find different things fun, but a lot of people assume "fun" can only mean bing bing wahoo type gameplay.
Take Zig Forums as a prime example, where the idea that a person might find a story in a video game fun is a completely incomprehensible concept to most of the posters here.
People do like good games, but people will play bland games when there is nothing else to play just to pass the time.
I think a lot of people get locked into what is familiar. When you come home from work, your head hurts, your back hurts, you really don't feel like learning a new game when they are tired. A lot of the gaming world is in that time in their life and in this world. This is where MMO and LoL type games thrive despite being pretty shit.
Its also hard to find games now that aren't something you know. There are so many flooding in people pick a name they know that will give an okay experience over taking the game with what time they have on a game they don't know that may suck or may be amazing. And there isn't a reliable way to know which is which anymore.

But devs too give up creativity because of a corporate controlled paycheck, even if they want to make a good game they may not be allowed too. Rest in piece Pandemic for example.
"fun" by itself doesn't really mean anything. you could convey the same thing by saying "if you don't like the game, why bother?"
qualifiers for why you like the game or find it fun are needed. when you cannot provide these qualifiers, you're just a brainless NPC and need to reexamine the things you value or just stop posting because you obviously have nothing meaningful to contribute

Fun is a nebulous term that is totally and utterly unhelpful when discussing the quality of a game. What does "fun" really mean? Is it something that elicits gleeful joy? Is it something that elicits any kind of positive emotion? Is it merely something that you find enjoyable at all, even if for negative reasons?
There is nothing wrong with it, the problem is that most who use it often do it as a shield towards criticism.
