Average is 250-300.
Of course, this can improve, but 100ms is super fast.

Depends on the action. In FPS games (most) a shot is registered at activation not at release.
Other actions (eg: a grenade throw) are at release.

While this is fundamentally true, OP, that test includes one (1) frame.
You are likely going to have as many as your current monitor supports, either it be 60hz, 144hz or whatever.
A 5ms latency difference is actually noticeable once you're watching 144 frames per second.
