Design students trying to invent new ideas for user interfaces is the absolute worst trend of modern product design.

In the vanilla game it gives you an illusion of choice by giving you 4 dialogue options like 'sarcastic' or 'agree' so it's less obvious how similar they all are. This is a mod that shows you what the dialogue options actually are, exposing Bethesda's laziness.

Limited option space, things like wifi and volume being in the same menu is silly and radials don't really match touchscreen technology as easily as a simple menu.

Because its shitty design that leads to shitty dialogue, if you dont want to give the player options dont do it, but why being able to chose saying "thats it" or "thats all"? Whats the point of that? As the other guy said, just create the ilusion of choice, its a fucking fake dialogue system.

Radial menus can be ok, I hate them in situations where it's something you're supposed to do on the fly like switch weapons, abilities, or for some kind of callout to other players.

because it is more difficult and less precise than just a normal menu, you have to control 2 axes as opposed to just one for a horizontal/vertical text menu. Also icons are gay cancer and should only be used when space is limited.

Because it isn't any more accessable than any other form of UI, lists are arguably neater and easier to memorize.
Radial menus like OP's full of hieroglyphics are not intuitive despite that being the goal.
