I'd imagine any game coming out in the 4-5 years already has a bunch agreements/contracts/logistics etc in place with Sony.
Bethesda said they'd honour agreements in place, and even if they didn't it would be very unprofessional not to do so.

To that point Starfield on PS5 is likely since I would imagine they received the devkits and all that ages ago. But since TES6 hasn't even entered development yet it's very likely to be an xbox console exclusive unless Sony pays out big bucks to Microsoft to get it on their console which I don't think Sony would be willing to do.

It is a definite move but Microsoft executed a Xanatos Gambit they win even if they don’t make it exclusive. They can make Sony pay a premium so that they have the privilege of selling coveted IPs, which Microsoft then gets a cut, but those games selling for $70 will just further make a case for game pass.
If I were Microsoft I would make Sony pay out the ass for those IPs and I would make it so they could NEVER sell those games at a discount on their platform.
