based on my extensive research of watching a few videos and reading guides, it looks like the answer is first priority is either/both of the gladiator artifacts if you managed to get any first, then the prototype animus if you got that, then the prototype malice if you got that, then the traveler's handy sword (most of the chars you get at the start use swords, different from claymores) and after that i'm not really sure.

the fear isn't that they could be exploited by some random program on the internet or someone portscanning you, the fear is that mihoyo is a patsy of the CCP and could use the installed kernel-level driver to exfiltrate information on a mass scale or to integrate your computer into a botnet or something. both of those are things a kernel-level driver is capable of doing.
however, in this case, i think it's more likely the devs made a mistake and haven't bothered fixing it because it's not a priority. that's not to say the CCP doesn't absolutely do this kind of stuff, but based on the analysis of what it's doing that i've read, it looks like it just sits there doing nothing after you've exited the game. probably a bug.

and lots of people don't use win10/chrome for exactly those reasons. it's entirely possible for ms/google to do exactly that. i use win10 (but not chrome) because i don't care and i don't think it's likely. i also plan to play genshin impact on release, because again, i don't think it's likely to be malice.
that's only useful insofar as you trust microsoft, both in terms of honesty and in terms of competency. i kind of do. it means more than nothing, but it's not a guarantee to me.

it's actually incredibly easy to take advantage of massive software exploits in just about anything. the reason people usually don't is because of opportunity cost. people who do this for a living are going to go for the biggest audience for the lowest effort. this is why activex, java, and flash were heavily exploited for many years: they were often automatically run in browsers, and people often had them out of date (meaning you could literally look up CVEs that said exactly what you need to do and use those as a guide for making your exploit; you can still do this, by the way, lots of people don't keep their software up to date).
if you have an awareness of the security landscape and some programming knowledge and you don't care about going after individual people or organizations, it's not at all hard to e.g. build a botnet. i worked in IT for years; people AND organizations are often very, very dumb about security.
