You just have to divorce your notions of this game from the generic starwars/bladerunner metropolis. The city will feel big when you're in it, but not if your only notion of a city is its surface area. Night city is meant to have personality. Maybe that isn't traditional cyberpunk, but I don't think a game's quality depends on how well it conforms to its genre, or reality. A game's world can be interesting without checking off every immersion box. Velen in witcher 3 was small as fuck for example, compared to how it should be even when taking time scale into account. If you don't autistically measure travel times and compare them to real life, however, it feels pretty big.

Verticality and character can make it feel a lot bigger though. I think the scale may be a little deceptive from the map alone too, because those larger structures on the map are mega-buildings with big footprints, not regular skyscrapers.

Regardless, a smaller but more content filled city is better than a huge city with sparse content. It's not like the badlands is totally empty either.

Blade Runner isn't even the first example of a Cyberpunk work, and there are far more cyberpunk stories that came before and after.

The game being in first person will make it look even bigger. Third person makes things look a lot smaller than they actually are.
