They're okay. I don't know how much you're willing to pay for them but they're definitely worth your time at least.

i love phantom hourglass. it was my first zelda game though so i may be biased. i think it is pretty underrated on the internet. couldn't get into spirit tracks though. i also played the dsiware version of four swords which was cool but short

This except the "filter" part. A lot of people don't like the screen controls because they are weird, but if you don't mind them, PH is great.

The Oracles and Link's Awakening are fantastic, Link Between Worlds is great, Minish Cap is decent, and the DS ones are fine if you don't mind touch controls but a safe pass if you do. Be warned though, Spirit Tracks' train results in one of the least satisfying overworlds in the series but the dungeons are FUCKING good in it. Anything I didn't list here probably wasn't worth mentioning.
ST vs PH seems to be a preference thing. There are good and bad parts to both.
I prefer ST because the tower has way more interesting puzzles than the ocean king temple due to controlling the phantom, the music is better, and I actually enjoy the train rides. But then again, PH has linebeck.
I couldn't get into spirit tracks, I found traveling from place to place tedious and very limiting while in phantom hourglass you have the freedom to draw any path you want

I bash on the Temple of the Ocean King because you have to redo previously completed floors every single time
most of the floors has skip mechanics if found the items of subsequent dungeons, you can get even the last 2 charts from the ocean king dungeon in a single visit!
i dont really get the complaint. the dungeon gets more fun and easier as time goes on and the beginning is a breeze

Phantom Hourglass was a ton of fun, but I never played Spirit Tracks because Nintendo apparently put in some anti-piracy measures that disabled the train controls, meaning you'd be forever stuck in the first area.
They're okay games apart from the god awful pan flute in Spirit Tracks.
Why not just try them and see? Even absolute toasters can run DS emulators no problem, with the mouse acting as a stylus. That'll give you much better insight than anything anyone can tell you.
Though I will say PH is very thin on the ground since it relies on its unique input method to carry a lot of its weight, whereas ST is more of a proper Zelda that just happens to have touch controls. But on the other hand, ST's train overworld is limiting and often cumbersome.
Most people who bona fide hate these games do so for the controls though, so you'd really have to try or emulate to know if you'd be in that camp or not.

The touch screen novelty wears out pretty quickly. At least with Spirit Tracks, the way they used Zelda was very unique and felt more than just a novelty that forced you to use touch controls.
