Been away a couple of weeks what caused this
10th anniversary, plus apparently Inti's always wanted to release it in the West.
If you're talking about no PS4 release, Inti's stated last year that "Sony's censorship policy will have an effect on the future of the Gal*Gun series". Turns out what they meant was, they're dropping PS support.
And about the Xbox One version, Phil Spencer has basically been sucking up to Japs to an absurd degree. He probably saw Sony's censorship policy and decided this is a chance to build bridges with the niche devs that were affected by it.

That could be trickier. Inti Creates has at least published a few Xbone games before (the 8-bit Bloodstained games), but Marvelous/Cared have never published for the platform before.
This one makes sense since the game never released in the west originally. Most people thought Double Peace was the first one

Microsoft was doing about the same thing during the early 360 days, but later in its life Microsoft started fucking up and the Japanese market didn't really end up sticking to Microsoft anyways.
Just like the way they kept trying to make Halo a thing in Japan with stuff like the Japan exclusive Platinum Collection and it never stuck.

I'm not saying Nips will buy an Xbox in droves or anything, probably won't even reach 1 million, but PS5 will probably fail in Japan too (estimating 5 million). Japan is completely about Mobile and portability now. The Switch will continue thriving, and MS will probably push Xcloud with game pass really hard over there (no idea if it will succeed). Sony doesn't seem to have a mobile option though, and their games are getting more expensive.

I think the cloud games on Switch like RE7 did fairly well, so Xcloud will probably do the same if it works well and manages to garner a good initial audience.
Though console gaming has seen a resurgence over the last ~3 years in Japan. Part of that is on the Switch being a hybrid and flying off shelves, but Sony's been selling PS4s pretty well too.
