That applies only to games with mediocre mechanics, which are usually brand-focused games.
Games like Death Rally, Mario Kart-likes, Trackmania, Micro Machines, Nitronic Rush, Rollcage, Moto Racer, and many, many more are still fun as fuck.
I really enjoyed PGR4 even though it was brand focused, and I'm sure I'd still enjoy it. The dynamics from having cars and motorbikes competing together was interesting, and not overdone before or since.
Sure, maybe it makes no sense to play Forza 1 when Forza 7 or whatever exists, but there are many racing games that aren't exactly iterative.

I 100% Gran Turismo 2 once every 18 months

There's a lot of old racing games that are still fun as fuck. The old Burnout series, Blur, F-Zero. I would argue that it's actually one of the genres that ages the slowest.

I'm still playing OutRun and haven't played any better racing game ever since, would be cool if they made a new one with the SSD gimmick in mind

I still like Daytona USA and Sega Rally and I'm always down for a Mario Kart of any kind. Who doesn't love ROOOOOLIIIIING STAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAART?

You could try the Wipeout series. The ships handle kind similar

I mean you're probably right. I just like the driving more in games where that's all you're doing. I don't want to race in GTA because all the cars feel basically the same. And yeah it's true that competitive racing or e-sports racing or whatever isn't a thing but competitive fortnite shouldn't be a thing and it is all it takes is one game Also they're really good as couch multiplayer games.

Fighting games age fastest because only small, niche superfan communities exist once the sequel comes out and some dont have pirated online, so unless it's one of the 3 or 4 fightans with an amazing story mode its rendered unplayable by it's own sequel.

the thrill of driving skillfully due to needed intense concentration AT ALL TIMES (especially in games like f-zero) and having all your combined skill pay off when you win by a half second. other games don't give that same kind of rush

I actually have no idea. Racing games are fun to play but they're boring to watch. I don't want to watch people going around the same course they've driven tons of times trying to get a better time against other people doing the same. I'd rather be playing the game. For it to be fun to watch I guess it would have to have some element of unpredictability? Procedurally generated tracks? Games like Mario Kart but with less RNG the be the e-sports scene? Stuff like Blur and Wipeout I guess.

Sports and simulators. There's no reason to play sport or simulator game 20XX when 20XY is out.

maybe focusing on different terrain types? like vehicles drive totally differently depending on the terrain and you have to switch back and forth constantly ? I'm trying to think of something inherently tied to racing

Yeah that's why I think a game like Blur would work. Tracks have different handling depending on terrain and some change terrain multiple times. The powerups are also in the same spot so it takes some skill/has randomness because of the powerups that other players are picking up.

Racing games are always pure skill and insanely rewarding
Take for example Dirt Rally. First time you run the track, you will spin out, crash into trees, etc. Slowly, the more you play, you will learn the track, when to brake, how to take corners, limits of your car etc. and constantly improve, if even marginally. There's the immediate feedback of your improvement, you will often feel when you oversteer or understeer, fuck up a corner or enter too fast.
You can apply that knowledge to the next track, and even if you don't know it, you will find yourself not sucking completely, untill you reach the McRae nirvana.
There's also that feeling of suspense in longer tracks where a single mistake will fuck you over and you can't rewind and shit, you just have to git gud.
There are no cutting corners, it's just you, your car and the track.

You're wrong though. There are still plenty of "outdated" sports games that are still good and have appeal outside of having an updated version
NFL 2k5 is probably the biggest one that comes to mind.

user other games have driving. other games require nonstop concentration. other games have you win by half a second. it's not reductionist at all. you're attempting to get really specific to fabricate a reason as to why racers need to be a genre. not every racer is fzero anyway.
