better writing. the factions actually make sense. unlike tenpenny tower, megaton, diamond city, the institute etc they all have obvious flaws in their structure and operation that doesn't get acknowledged from the people in or around those settlements. at least in fnv the people of the Mojave talk about their problems and flaws and some have a plan to fix them, which interact in a believable way to other groups goals

You can deeper with the depth of options you can interact with. Bethesda is all about bad guy good guy. Although they did try to change it with 4 with your son being part of the villains - there still wasn’t enough depth of choices so it was garbage.

As far as the writing goes, the scale of the conflict in New Vegas just seems like it has higher stakes involved. It's a battle between growing, nations and a difference of ideals adapted to living in the post-war world.
In Fallout 3, the wastes are swarming with mutants while the human population lives scattered and mostly isolated from each other. The only major conflict occurs between a splintered technology-hoarding cult struggling to hold ground and the shambling remnants of the US government trying to establish a presence. It's a battle between two exhausted groups fighting over who gets a drink at the water fountain.

That does make sense though. Shit like why Tenpenny is rich and wants to have his own tower with hand-picked tenets, or why that building in particular may be unexplained, but it makes sense. It's intact enough to function, it's fortified, and they can clearly afford the security force to hold it against attackers to that point.

because it was unironically made with love, they even improved the gunplay from 3 and fixed shotguns, aswell as a bunch of other problems, they made everything with a fuckton of content and detail, they only had 13 months but made something absolutely beautiful and full of soul with concrete themes, the DLC was also way better than the others

New Vegas is the true Fallout 3, the sequel to 2, made by many of the original developers of 1 and 2.
Fallout 3 and 4 are spinoffs like Tactics and BoS.

The quality of writing and setting isn't that special. Dystopian desert isn't anything new. The writing is "ok" and autonomy is more limited than people claim. Lots of options, but zero to no impact.
