The advice to wait to buy new equipment generally comes from people who already have a computer for people who have them. You can put off buying a GPU if you already have one, more so if its running games at good speeds. If you are looking for something right now, check out the second hand sales of various cards and pick up whats within your budget. If you need to be told something, a GTX 1080 runs everything out right now fine.

This. Graphics cards are a gimmick and 90% of the "new" features are shit that's exclusively utilized in tech demos. It takes a few years for technology to catch up. Absolutely nothing you can buy right now will utilize all of the functionality of a 3090, or even a 3080 at this point.

Buy gpus around what games you want to play.
Wait for a game you know will be great to come out then look at benchmarks and adjust accordingly to your personal requirements of fps/aspect ratio/resolution.

What's a good monitor to upgrade to if I've been using 60hz, 1080p monitors for the past decade? Is 144hz the new sweet spot?
I'm not really concerned about size, I'll probably go 23"~25" max since I have limited desk space and I need two monitors.
