The original started development in 2014, when TASM2 came out, and cast not-Andrew-Garfield for Spider-Man, Insomniac got bought out by Sony in 2019 and they probably made them change it to not-Tom-Holland for future movie synergy, they're betting a lot on the kid with how many SM movies he'll be in, in addition to casting him as fucking Nathan Drake in the Uncharted movie.

I think they were expecting the avengers game to be a huge success.
