Presumably there's also some coding tweaks that need to be done to make the game run efficiently on non-PS2 hardware and any work analysing whether there are other improvements that can be made. This two years could also include the time from the project first getting discussed and having to deal with any licensing issues and do the market research to determine whether it would be worth the investment.
So if we then assume that this remaster was being worked on by a smaller team as well, 2 years doesn't seem like too much of a stretch.

Dante was confirmed to be paid DLC, sadly.
And playing with him is a different gamemode, meaning you can't have Dante and Raidou in the same run, you choose at the start if you want to play the "Chronicles" or "Maniax" campaign (assuming you have Dante DLC installed).

Getting to play an upres of a PS2 game is a good consolation prize though.

The good news is Dante will have Pierce making him actually viable

IIRC 2018 was also when they actually started full-scale development on SMTV so the team likely had to juggle both of them for a while.

Two years for a remaster as well as full voice acting. That's fast for Atlus.

Dante was ALWAYS viable.
The only thing he wasn't viable for was Lucifer, that's a single boss in the entire game. But him getting Pierce is a definitive improvement.

...atlus turned real shitty once they were able to make dlc. This would've been unlockable in older games.
If the collectors edition of the game doesn't come with Dante I'm just not paying for it
