Steve started as a joke due to Vergeben's fake leaks. No one seriously wanted him in Smash. Minecraft is already popular enough, they didn't need to include him. Plus it's Minecraft that is popular, not Steve.
Take Banjo, for example. It took us 18 years to get him in Smash, it took us a ballot, non-stop support, asking Phil Spencer to finally see him.
