I am a programmer and I can vouch that something like this is extraordinarily trivial to add. The hardest part of most video games are implementation of graphical feedback. In this case it took the modellers a day to make and a week of programming and QA testing for the moveset.

Don't really believe what you think or not, but it's pretty common knowledge that something like adding a new character is trivial. You create the art, the model, the moveset, and plug it in.
