Gacha would have been awful in the 90s too. There's really no defending simplistic games carefully designed by scientists to separate fools from their money. As for steam, unlike gacha, distributing games isn't inherently bad. Chinese developers took to releasing touhou games on steam readily because, like most of the world, people in China are too spread out to have the in person distribution of physical items at conventions culture that Japan values. I can understand why the Japanese don't want to distribute stuff online, primarily for the benefit of smelly foreigners who don't contribute very much to the scene.

They asked ZUN I guess. It's not like the license says "only indie shit" but it says "if you want to do something with it, ask me first, unless you are indie, then you're free to use it as long as you credit the series and don't rip resources from the original games"
