I think a lot of it was how Oblivion, Fallout 3, and New Vegas were popular so the expectation was that something would have been learned and this game would be an amazing accumulation of of all that knowledge and be some perfection of the genre/gamestyle. The game has a lot going for it, it just isn't anywhere near as expansive as they made out in the marketing.
