If you think about how Viruses will typically instruct the cells they infect to alter themselves making the ability for the virus to proliferate throughout the body the T-Virus is sort of doing that but also on the scale of the human as a whole. We know that in humans the T-Virus typically leads to degradation as opposed to the G-Virus which leads to an increasing biomass. Most specimens of the T-Virus are either created in an embryonic stage where the virus has a much stronger influence on the development or is in response to environmental factors causing mutations which optimize the host for the virus in ways that vary based on the particular strain.
The Licker and Crimson Heads are responses to their environment, they only occur in those particular strains of the T-Virus (Raccoon City Strain and Spencer Mansion Strain respectively), it is possible through mixing the strains you could get both adaptations to occur to some degree but as far as the games are concerned it hasn't happened. Tyrants are a rare genetic mutation which occurs allowing for a temporary bolstering of the physical qualities of the target host, we know it's genetic because the mass-produced T-103 Tyrants and other similar Tyrants were based on the genetics of Sergei Vladimir. It should be noted however that degradation still occurs in Tyrants as this was an issue with the Proto-Tyrant as its brain degraded to such an extent it couldn't even obey simple commands. Basically every Tyrant variant after T-002 was made as a means of testing a way to better control the tyrants whether through computers (TALOS) or Parasites (Nemesis) or other various approaches.

Albert Wesker was the result of a eugenics project called Project Wesker, basically back in the 60s Spencer had a bunch of young children abducted and thirteen of them made it through the first phase of the project and were infected with a prototype of the T-Virus designed for the project, of those only Albert and Alex survived. If I recall correctly Spencer's later intention was to basically put his mind into one of the Wesker children to effectively gain immortality although that evidently fell through at some point.
Wesker prior to being infected with the Spencer Mansion strain of the T-Virus was already superhuman and that second infection along with the general testing basically lead to his superhuman strength and speed, he almost certainly had the innate regenerative abilities beforehand though.
RE zombies don't target brains specifically, they just target people in general
