Halloween restriction is the worst element of TF2 cosmetics. It arbitrarily locks some of the coolest cosmetics out of normal use and doesn't even cover some shit that does what it's allegedly supposed to prevent while covering things that don't at all break the art style or silhouette recognition.

At the begining it was meant to mantain the "artstyle" of the game. Some wacky halloween hat didnt fit good with the most tame normal cosmetics. Then the whole concept went to shitter when valve decide to add watherver got enough likes in the workshop. Why it is still a thing? Two possible reasons:
A) Valve is a buch of jews so they decide is better to mantain the old cosmetics behind a wall so F2P cant wear good free
B) Valve doestn even remember halloween restriction is a thing
