343i has a lot of programmers that are too incompetent to work on the same engine Bungie worked with. The Blam! engine is complete spaghetti code that Bungie managed to make work, and slipspace still uses the groundwork of it.

Elites in Halo games don't move like spartans nor are they posed like Spartans. That may not matter in a shooter as much because playing as one model doesn't have as big an advantage over playing as the other, but in a fighting game that matter a lot more. Hitboxes are important, having the animations look natural would be important and so on. Arbiter would at best work like an echo but even then he would probably be along the lines of Ken if not just being a Pichu style semi-clone entirely.
