It's pretty well known that Naoko Takeuchi insists on having a role and veto power over anything to do with the IP, and can be a real stickler at times.

Bandai Namco own the gaming rights in perpetuity since they own Toei. It would be more Namco coming to her with the right pitch. She was a big fan of Street Fighter, Final Fight and Puyo Puyo which is why the Arcade, SNES and Genesis games were scrolling fighters, one on one fighter (Made by ArcSys as one of their first games, even) and a puzzle game alongside the big JRPG. Namco's chief creative officer said it's internally discussed all the time. They just want to find the right team and right time to do the perfect pitch.
This. It would be a slam dunk to do a 2.5D fighter or an action RPG like DBZ Kakarot with the 90's Anime artstyle but Takeuchi isn't a fan of it and would likely insist on Crystal's style. Which would be a problem selling it in the west because the 90's Anime was significantly more popular in the west. So you'd have a clash of ideas. It's probably why Namco hasn't done it by now considering the resurgence in popularity in the west of Sailor Moon due to the influence it had on modern animators.

weird then, we know that Arcsys 'Casual' fightans (DBFZ, GBVS) do sell well, and yes, Arcsys made the very first SM fightans. one would think Bamco would have given her a pitch for a Sailor Moon FighterZ game a long time ago or something. despite being girly, it would still sell. maybe even as good as DBFZ.

Based on the manga, the scouts tend not do really "fight" much. There's a few high kicks here and there but for the most part, they just say their spell and the enemy burns to death or explodes or gets sawed in half or whatever.
