Recently Square Enix has been playing friendly with Nintendo and the Smash team. Smash was allowed to get away with stuff that's normally forbidden in regular Dragon Quest, and Final Fantasy 7, the game famous for not being on Nintendo hardware, was ported to Switch.
With Mario being on the forefront of everyone's mine now thanks to the 35th anniversary, Smash might be looking for a tie in. Let's also not forget that as recent as 4 years ago the game Geno originated from was rereleased. The last time being on Wii U Virtual Console.
The Geno Mii Costume also has yet to return in ultimate.
Realistically speaking, Geno is still a longshot but considering this is the same game we got Banjo, K. Rool, Ridley, and every character that's ever been in smash previously with more on top of that and more on the way, I'd say he's got a shot. Those first three I listed were seen as long shots as well, even to the point of being seen as impossible thanks to one being owned by a direct competitor, so there's certainly hope for him to return.

I haven't counted him out entirely yet because of that damn Mii Costume still being absent. Microsoft proved that companies already repped in FP1 can get another rep for FP2 and spirit's don't de-confirm either so it's still a possibility. I think we'll definitely get some form of new Square Enix content in FP2 and it will either come with the Geno/Chocobo costume or be the meme puppet himself.
