One of the hottest Japanese IPs in terms of fanbase is a bunch of standard bullet hells with anime girls made by one dude.

Japan has had a thriving indie community for a long time.
The West only picked up recently thanks to XBIG (xbox indie games, for the 360) and Steam.
Basically, hardly anyone in the West cared about indies until big corporations made distribution palatable for them

They have a ton of small indie games but most of it goes untranslated. Same way there's a shit ton of small indie releases coming out daily on steam but most of it goes untranslated, for Japs. Shit not even Zig Forums talks about them. Of course successful ones will get translated but the vast majority get buried.

Sometimes Japs will put out fanmade translation patches for western indies. There's a guy who did V4LL H4LL-A and Helltaker by himself, and both games kind of blew up over there as a result.
