Active Time Battle. Basically each participant in combat has a bar that charges up their turn, and can be skipped if you’re not paying attention. I believe it was first used in FFIV.

Having movement points is legit just a filler to create the illusion of depth and drag shit out. Turn-based can be good but larian hasn't made a good turnbased game yet. It's usually even easier to exploit than rtwp.
ATB is what shitty jrpgs use like ff7. It's complete ass and nothing like rtwp as the smoothbrain you're replying to tried to conflate.
