NMH1 was leaked by the Taiwanese rating board and everyone is assuming 2 is happening as well.
World Ranker and that Lily Bergamo concept art were 2012 and then Suda was at the Switch event in 2017 announcing Travis was coming back. The first trailer for TSA debuted at the Nintendo Indie World Showcase in August of the same year.
