By default it refers to controller of the spell

That's just new templating which they started using a few sets ago, "create" just means you put the tokens in play.
What's weird about the card is that it mentions "walker" tokens which aren't a thing in Magic outside of this Secret Lair.
Also none of the abilities on the card are in black or green but that's besides the point

when has green not broken the color pie in the last 4 years? green and red have been egregious for years while blue and black have been gutted into wimpy creature colors with ultility here and there. every single banned standard card is green or red
