Consoles progress development forward. PCs can't sustain the AAA gaming market, as 95% of PC users have low-end to mid-end builds.
That's why it's only with the introduction of SSD's on Sony/MS machines that you'll see games commonly use SSD's as the development standard and make them mandatory, in a year or two the vast majority of games won't function in your 4TB HDD. Also it''s only now that PC parts manufacturers are creating a better I/O standard to eliminate bottlenecks because PS5/XseX are doing that now. Yes PC SSD's are faster due to their very own nature, but there are still a lot of bottlenecks between all your components, even if your machine is currently full PCIe4.0. The load times you get on SSD's right now don't match the speeds you SHOULD get relative to your HDD. They are faster, but they should be a lot faster.
Without consoles you can't do jack shit because the PC hardware-demanding market wholy depends on consoles. You only get very few exceptions like crowdfunding scams such as StartCitizen, or smaller indie devs or AA teams that can still make it through that 5% of high-end PC users but that's a very small slice of the gaming world.
Your Witcher (past the 1st once the series and team size/costs grew past the PC market) , Cyberpunk, Bioshock, nuDoom, nuWolfennstein, nuDeus Ex, etc literally all games also on consoles are designed for consoles first and foremost. And wouldn't exist without them

Also keep in mind a GTX1060 is a 1080p card, not fake 4K. It will give better results than consoles just because you can customize your settings anyways. 1080p@60 fps is still achievable with a 1060 for next 4 years.
