People who said RE4 leaned too hard into the action clearly haven't played Code Veronica since they were a fucking child. I can finally see why Devil May Cry was originally gonna be a RE game, because that is where this series was going after this.

Yet somehow two different people managed to accidentally drive their way past the alleged military quarantine/blockade without realizing it. I still have no idea how the scenario/plot goon responsible for hacking together 3 never thought this would be a continuity issue when they changed the situation from "RC is so remote that no one noticed it fell off the grid" to "the military has it encircled from all sides and has SF teams fighting tyrants".

Raccoon City keeps suffering from size creep with every game; hell, in RE1, STARS wasn't even a local team, it was either from another city or a state force.

By 3, they apparently decided that working around the limitation of "small midwestern town" was too chafing, and just rolled with it being a proper metropolis, and likewise decided then that the outbreak going unnoticed for two weeks (old lore had this being a WAY slower burn than later games depict it) was no longer doable.

Way more kino than a zombie warfare. I feel that before 3, RC had its own mysticism. It was the typical small town were weird things always happen to the point locals become accustomed and warn foreigners to watch out.

Yeah, as opposed to RE3make depicting the RC outbreak as an immediate, overwhelming flood of zombies one night, 2 and 3 paint the whole thing as a gut-wrenching, gradual affair; mysterious illness floating around mid month, hospitals filling up by the 18th with senseless, restrained bite victims, civil life collapsing by the morning of the 24th as martial law is declared, the police force being largely wiped out in a poorly conceived offensive against a zombie horde a couple days later, destroying any semblance of order, and the remaining police trying and failing to fortify and secure the last remaining safe zone at the RPD itself.

Had a lot more gravitas.

Just beat it for the first time yesterday. It's definitely my least favorite mainline entry, granted I haven't played 6.

See pic. They really hadn't fleshed things out by then. Hell, RE 1.5 doesn't have a STARS office in the RPD, the idea to set them as a domestic group rather than from elsewhere wasn't even conceived until the rewrites that led to RE2 proper, in which case tying shit back to RE1 was given more emphasis (Elza->Claire, STARS now being local, etc).

Everything you described is what makes RE Code:Veronica a Top 3 RE game.

I wish that concept of watching things slowly fall apart had been more exploited. Outbreak kinda did it but it was still too close to when SHTF. The RE chinese mangas on the other hand show RC as a place where small outbreaks were already occuring decades before Re1.

Not him, but the main trilogy on PS1 still holds up fine after all these years and CVX doesn't even though it came out later. It's just a lesser game.

I agree with OP to an extent that CV was what opened the can of silly shit, but this is true, they did explain everything that happened. Wesker getting superhuman powers isn't even that much of a stretch considering the whole series is about biological mutations.

I hate tier systems but I think of RE1R and RE2 as being the quintessential RE games, so I guess those would be top tier.

3, CV, and 0 could come in any order after that, honestly. None of them are as good as the first two games and they all have problems but they're solid games with the old RE formula.

CVX has a polarizing story and the boss fights are unbelievably ass but otherwise it holds up quite well game-play wise. The PS2 era of 3D graphics in general didn't age well

In all technical aspects it is better, the characters have more polygons in CV. But the backgrounds are much less interesting in CV because they are made up of 3D objects that can be viewed from different angles, whereas RE3 just has one angle per background so the backgrounds always pop.

Plus like I said, PS2 graphics didn't age very well. Developers were chasing high fidelity, and it looked impressive back in the day, but now that graphical fidelity has increased to where we are today it just aged like milk in a way that the generation before and after it haven't (yet, at least).
