I bet there was some big translation errors going on here (probably didn't even get a real translator to middleman for them) so Suda mistook what they wanted from him.

I think it's saying that the proper order to play is first chapter in game 1 then first chapter in game 2, and so forth.

Supposedly alternating between the two games every chapter makes more sense than playing the two games individually

you play the first chapter of the silver case, then the first of the 25th ward, then the second of the silver case and so on.

The silver case follows the story from two protagonists, they have 5-7 chapters each and the storylines are called transmitter and placebo accordingly (iirc placebo wasn't written by suda).
The proper chronological order is playing one chapter from transmitter first and then the corresponding one from placebo, playing every chapter from transmitter first and then everything from placebo isn't wrong by any means it's just that placebo makes understanding stuff that happened in transmitter better. The placebo chapters unlock after finishing the corresponding transmitter chapters first.
The 25th ward has a similar story structure but with 3 storylines instead.
The 25th ward is a sequel to the silver case.
