Tori's original intention was to make Dr. Gero and 19 the main villains, who probably get strough similar methods like cell did: absorbing more and more power.

regardless, it's explained through cell why they became so strong. Gero was constantly observing Goku and the others ever since the fall of the Red Ribbon, and was upgrading the androids over and over based on these researches, making them exactly to be able to kill Goku. He had a bunch of other failed Androids before he reached 16-20, and admittedly 16-18 already became needlessly powerful.

I love Master Roshi, probably my favorite character in dbfz now. I was worried the fighter pass was going to suck because I didnt like kefla and thought ui goku was whatever. Shame he isnt as perverted though

Yeah and when they sucked as villains he made Toriyama do it again and we got Cell, a villain that actually makes sense, able to meet Goku's strength without being just an enemy stronger than Frieza for a retarded reason

he didn't create cell when "they sucked as villains". The new characters were requested purely based on Tori's idea and character designs. It wasn't some last minute asspull in the story mode to change them. His editor just didn't like his idea that the main villains are "just some old guys" (thus he designed 17 and 18 as the "real main villains"), then he didn't like the idea that "they are just some teenagers" (thus he created up with Cell as the "real main villain")

We have no idea what the actual story Toriyima originally intended with Dr. Gero was supposed to be like. But regardless, his idea for being a bad guy was just as "logical" as Cell's is. He absorbed people's power and got stronger, till he just became stronger than Goku.

I'm actually surprised they eased up so heavily on that aspect of his character. Not sure if there was ever a crowd that complained about him in Japan or if it's just another byproduct of Super being aimed at a modern wide audience with the intention of selling merch. I didn't want to side with the pearl clutchers on the issue but I found that once the perversion was downplayed I didn't really miss it. I don't think I'd ever say it was objectionable on the basis of what the content was but I could see how people would just think it was played out.
