My dream fighting game would be a proper sequel to Super Street Fighter II Turbo HD Remix.
Tweak a few minor details - remove fake hadoken because of the unintended cancels, no extra damage on blanka ball because that's stupid, T. Hawk doesn't get the extra intended dive because it's too coinflip braindead, remove the new input from Zangief's SPD because no one ever uses it and it overlaps with greenhand too easily, remove Akuma from most modes entirely, and make DeeJay's machinegun blow look more like its old animation. That's all.

-Add all versions of SF2 soundtracks
-Update the resolution to modern standards
-Update graphics - something more inspired by the intended graphics that were lost in developement, remove weird additions like Ryu's face scar
-The profile pictures are horrid for most, replace all
-Slap on a whole bunch of bonus shit. Character profiles, minigames back in the single player, cutscene viewer, sound player, game history and dev commentary, etc.
-Obviously, load up all that good modern shit. Proper tutorial mode, matchmaking, match recording and uploading, etc.
THEN
Add new FUCKING characters, with the music, stages, profiles and all that to go along with them. They follow the same overall design philosophy of the originals: Some ratio of national origin indicators, character/plot indicators, and an anatomical build that match their combat and mechanical style.
For example, Dhalsim: He's from India. He has nothing specific to any one region of India, but you can see the mishmash of Indian cultures in his design. He's a yogi, so he's skinny from austerity and a vegetarian diet, and flexible enough for his extended strike; he's involved in some vague mysticism, which you can see in the facepaint, bangles, and skull necklace. This justifies his teleportation and flame attacks, and the skulls tie into his character, should you look into his background.
