It's casual fun that appeals to people who want to explore a fantasy world without accidentally rubbing two brain cells together, and it has a lot of cute girls that do cute things.
Sure the fun only lasts a few hours but that's all the developers need for their statistics.
The Chinese botnet scare leading up to the game's release probably scared an appreciable fraction off, but again, if anything's going to survive that it's a game with cute anime girls.

It's quite a polished game and, strangely enough, the english dub is quite good.
