The atmosphere on Floodgate, The Ark, The Covenant, Cortana and Halo was fucking great. Also Reach's level design was mediocre at best, I can remember the layouts of most Halo campaign maps but none for Reach except Sword Base. Apart from that I agree with you.
Covenant AI only got worse. Weapons felt the best.
I was surprised by Reach desu. I replayed it for the first time in literal years recently and the variety of the levels as well as their design actually stood out to me. Contrasted pretty hard with CE's copy and paste.

Reach didn't have any atmosphere in-game, it was designed like a sandbox and all the voice actors sound bored. The cutscenes had plenty of atmosphere but that's cheating.

yes they made the campaign more varied. Each level felt very different to the last. The only one that stood out as poor was The Package IMO.
Do you like how I seperated gameplay and level design for that exact reason you cocksmoker. The core "30 seconds of fun" can still be good regardless of level design.
I actually found the first 3-4 missions to be too similar.

To be fair I don't think there is anyone saying it has bad atmosphere. Oozing with soul is literally what carried the Bungie Halo games. All of them.
