They were restricted because back then they still wanted the characters to have similiar hitboxes to their models, but there were hats that completely fucked that over so they put halloween restrictions. Nowadays since nobody cares about that anymore, they put shit like banana hats in.

If you want to buy a pre-2015 item, it costs a shitload depending on what you're targeting. those high-contrast paints like lime green or rock pink should have been added in the first place since tf2's color palettes are extremely soft

thankfully, i've noticed that players generally abandoned the all-lime-loadout meme that was going around in 2012/2013. think that people's fashion sense has gotten better in general
