Why not simply let us unlock all characters via their questlines and then leave getting copies for constellations up to gacha?

So instead of selling a complete game for $60, they decided to give the game away 'for free', but charge you $140 if you wanted all the stuff that cost $60 in the previous installments?

Or what was the dirt bike game that had like $3k worth of tracks or bikes or something, to make up for the fact it only cost $15. Buying a game for $10 means you're going to get a $10 game. Spending $10 on a F2P game is going to give you almost nothing. When they chop stuff up to sell back to you, they sell the parts at a much higher price than they would have cost as part of a complete game.

To be fair, you could still buy the complete edition of the latest DOA release. The character thing was for waifufags. Their money maker was all the fucking costume packs they pumped out that eventually was worth $1k in total.
Another good example is BDO, which they even give away for free once in a while, but you're heavily incentivized to pay for quality of life features at endgame.

Whales are going to whale regardless, but you get dolphins and other people who will pay a little bit to get their waifu if they fall in love with a character. Those kinds of people only need 1 copy of their waifu to be satisfied since they know the gacha can be horrendous, and by giving them a free one, the developers lose out all potential money that that player would have spent to get one copy.

The average person is a literal programmable NPC bot that companies inject code into. The market hasn't been about 'best product for the customer' for decades. It is now about who can best program or reprogram the NPC consumers into handing their money over. Just look at game budgets. $30 million to develop the game. $35 million on marketing.

Telling normies what they like and need to buy is more important than the quality of the product.
