We know how much of a flip flopper Sakurai is. One moment he says Villager and Miis wouldn't make for good fighters. The next minute, they're in the game! One moment he says Pac-Man would be too difficult to make up a moveset for. The next minute, he's in the game! One moment he says Ridley is "Too Big" for Smash. The next minute, HE'S IN THE GAME! It's only a matter of time before this silly "VIDEO GAME ONLY" rule gets broken. After all rules are meant to be broken, and we know the only one capable of breaking this one rule is the man himself: Goku.
It'd be cool but I'd really only care if he came with a Vegeta echo. Yeah yeah he's a jobber I know. He's not allowed to ever get a big win to his name. I still like how much he's grown. Well Goku and Mario are a couple of the Tokyo 2020 games mascots. If he was ever going to get in then would be a good time to announce it. Tons of the world watching the biggest sporting event of the year. Two of the most iconic characters ever created. Then right in the middle during a commercial a Smash reveal. It'd get a lot of folks talking.

People have commented on how other villains have come around like Vegeta and they're not wrong. I don't count some like Piccolo for instance because current Piccolo isn't the demon king. He's his offspring. It'd be like considering Alucard some redeemed character when he's the son of a demon not actually them.

The main difference with Vegeta is that his character arc is slowly delivered throughout the entirety of DBZ We get to watch him go from a ruthless arrogant sayain who had his early life robbed from him by Frieza's tyranny, to a cold hearted but still caring person who slowly begins to develop love for his family and friends that has a severe identity crisis and has to come to terms with who he really wants to be. It wasn't until the end of Z that Vegeta fully accepted himself for all of his strengths and flaws.
No other character in the series gets as much attention as Vegeta did. Piccolo turns around pretty quickly, and like you said it's debatable on how much it counts since he's Demon Kings offspring. I haven't really watched Super beyond reading basic plot points so I don't know if they fucked with Vegeta's character at all
