What happens is that the employees get together, work on a project, disagree on direction, get into fights and end up splitting apart to spin up new projects instead of finishing and shipping the old project, and since they have cash coming in from Steam, there's no real incentive to get the people to make compromises with each other to figure out how to get over disagreements and finish the project like you would see in a company that HAS to ship in order to get cash.
Artifact and Underlords happened because they were straight up clones of already existing projects, so small teams could just ship them for the sake of shipping them without getting into internal disagreement fights.

It's pretty simple, Gabe decided to make Valve a loosely structured system where anyone could do almost anything they wanted. Definitely has advantages if you can afford all the wasted effort, as evidenced by their long list of cancelled projects. Alyx was the first major game project that didn't fall apart in years, and now it looks like more employees are finally choosing to work together and get shit done as a result.
It's coming out next year.

Developers usually only make games to make ends meet. Valve and post-Houser Rockstar Games are good examples of this.

HL1 was a fun game that didn't put tech before gameplay.
The Half-Life 2 Episodes also but gameplay before tech.
The issue with Half-Life 2 proper that Half-Life and the Half-Life 2 Episodes didn't have was that they were developing major features with the underlying engine parallel with the game itself, so you'd get big tech demo features that the game designers hadn't figured out how to make fun yet.
