At that price-point and core-count you are overpaying for shit the average game will never take advantage of. You only need that many cores/threads if you are using your computer to both game and stream, or if your doing 4k video rendering and 3D modeling.

They are starting on x series that is more expensive and has no cooler to get enthusiasts to pay more. Not to mention bigger performance delta against last gen(non x were way more popular). If you want a cooler wait for non x variant like any sane person would.
