I'd strongly recommend buying a 2060 super, 2070 or 2070 super instead of a 5700 XT because of DLSS and ray tracing.
Even though the 30xxs are fucking great, i'd never buy a latest gen card desu. So much more money spent and unecessary. Specially not worth it when hardware costs 2x as much around here in Brazil. Just wait until the 30xx stock stabilizes a little and try to get these 2070s for cheaper. You can also buy used, but they are a little expensive and you dont buy RTX if you're on a big budget, so i'd much rather have a warranty than risking my money.

If i were you i'd just take the comfort of knowing i'll be in 1440p running everything i want perfectly for a long time instead of having to upgrade so soon. TIs are pretty much a card about being a huge future proof anyways, so you might as well put that to good use.

Frame rate vs visuals is purely a personal preference. The only time that's objectively true in any way is for top end competitive gaming which is a very specific scenario most people aren't in.
MSI did, turned out a subsidiary company that was owned by MSI managed to get a hold of hardware directly from MSIs production line which they shouldn't have been able to do and scalped, but that was stopped and people refunded. That seemed like a genuine oversight rather than something malicious or endorsed by MSI

Anyone who games at either 1440p and has a high refresh panel like 120-144hz will need one, as will anyone with 4k and wants a steady 60fps will need one.
If you only run 1080p then you don't need one. But that argument is not unique to 1080p, people with old 1024x768 LCD panel could say the same for your GTX1070 that it's overkill for 1024x768, so why not just all run that resolution, or why don't we all just use 640x480? The point is that people want better graphics so we run higher resolutions and that requires better hardware. What is the problem with this precisely? That some people play in a higher quality setting than you?

the entire point of PC gaming is to do better than that. If thats all you care about just buy each console. buying all 3 consoles per gen will cost about the same if not less than buying a super PC and will supply you with those specs. to go above and beyond though. to play at 4k 120hz is something only a PC can do
I have a 1080 and a 8700k and baldur's gate 3 keeps jumping from 55 to 80 fps in 1440p.
Same with Hitman 2, it runs between 55 to 90. I need a 3080

The "Super" variant if it's even called that will be the same card with 8GB more VRAM. Same thing they're doing with the 3080 20GB in December.
My ultrawide monitors resolution is 3440x1440 and my 2070 Super isn't getting the steady 100 frames it's refresh rate can handle on ultra settings. Really planning on getting a 3070, which should give me the performance boost I need in games.

I don't think any game will use more than 8GB VRAM at 1440p in the next 4 years. If you plan to upgrade in two generations then no it's not.
