Probably not. It's an okay racing game/platformer but the main appeal is the world full of classic Simpsonskino.

No but you should watch the simpsons. I'd say start at season 2 episode 1 at this point but if you're not feeling that start at 3, as 3-8 is pretty universally seen as the peak

no, the whole appeal of the game is a GTA clone with simpsons references. 80% of the appeal would be lost on you, just play sleeping dogs instead

Not really. A lot of the jokes are references to the show, but there's a good amount of them that are standalone.
I honestly can't tell you if you would enjoy it, I was a big simpsons fan when I played it so it's hard to imagine playing it without simpsons knowledge
Its a decent game in its own right, but its definitely helped by its clear love for golden age Simpsons. Maybe give it an emulate and see what you think of it. It's not a 100% GTA clone as it has a bit more of a platforming angle than most.

Probably Bart on the Road. There's so many good episodes from the early years that it's kinda hard to choose just one
Doesn't really matter which platform you pick. I prefer the PC version as there are couple quality of life tweaks available in the mod launcher but all in all it plays the same across all platforms.

Change in production team. Some of the writers like Conan O Brien and Sam Simon left to do other things, while new writers took their place. And previous showrunners, Al Jean and Mike Reiss left to go do The Critic, handing the show over to David Mirkin for the next two seasons.
Despite the change, I personally thought 5 and 6 were good seasons. Gave us some of the show's best episodes
