I dont think there is any mention of the skin color of anyone anywhere in any civilization within the game user, the people of Stormwind are not descrived as white skinned for instance, so there is nothing to suggest they should be one way or another, theres nothing to say they did or didnt come from Tanaris.
For all we know they inhabited the Orcs zones before the Orcs came, because it is basically the savanna over there and Orcs werent always there. Theres no evidence for this of course but youll never get it, I dont think you will ever see a paragraph say "all the black people came from-" I think Blizzard arent at least not that fucking stupid that they want to start applying real world geomigration and immigration to their world.
