Cag is a thousands years old guy who managed to scramble together a new kind of magic and discovered some "truth" about the world (they keep teasing it but never revealed it) before hitting adulthood because his original body was sick to the point of not being able to reach said adulthood. Now he can basically create any kind of body he wants even if he's under the form of a spirit.
At his peak he was strong enough to btfo several Astrals (the super strong old race of the setting) when they tried to make him work for them. Even now he still powerful enough to use an Astral sealing technique he learnt in mere minutes to fuck over an overpowered Astral.

I agree. But in Cog's case she's depicted as if the snarky, domineering personality is the real one and she's just playing around when she does the cute act. I think it works really well if her real thoughts are rejecting the cuteness but you force it on her anyway.
