It starts with a big focus on horror then it becomes an action game then it becomes horror again periodically.

No it's not, it's somebody taking a stealth horror game with a weak, vulnerable protagonist and RE4 and smashing them together so that all the mechanics become broken. You end up with an action game whose main character fucking sucks dicks at action, and a stealth game with completely broken stealth.

Awesome game. A lot of people didn't like it because it was what RE4 should have been. They were instead looking for an arcadey shooting game.

I dont think TEW had enough stealth as the game went on to call it a stealth game in any capacity. Sneaking was, as I recall. Not that essential and only really important early on.

There are numerous parts in the game where you're forced to do stealth, and the mechanic is always there. And it never works properly because the game tries to be an action game most of the time. Meanwhile Sebastian is a total bitch for an action hero. He can carry 2 bullets, he can't run three steps without choking to death, he has no dodge roll, his melee attack does no damage etc.
It's just designed wrong. I bet Mikami is ashamed as fuck of it.

No. I understand game design, you don't. Evil Within is objectively designed wrong as a game. Its mechanics are in conflict. It's incorrectly built, and that's why it flopped like shit and only a couple autists like it.

it's a bipolar game with (at the time) popular AAA-gameplay tropes hamfisted in with no rhyme or reason. the story is garbage. most of the horror is completely nonsensical and falls flat as a result.
all in all it's pretty boring to play. it also doesn't help that at times it's frustratingly unforgiving.

It's fantastic but It's also not a cake walk. The bosses are puzzles and there are specific ways to efficiently take care of each boss. The biggest problem is you can fuck yourself into almost unwinnable situations.

Also the DLC is a must play as the story doesn't make any sense without it.

You must not have played TEW2 because the "open world" is pretty much the opposite of every other open world, it's more like Deus Ex than Asscreed.

are you serious? it's literally worse than the shitty resident evil movies. it makes no effort to let you be invested in the characters in any way. if anything I usually laughed my ass off at the most dramatic moments because of cringe dialogue with even cringier voice acting.
none of the characters feel like they have any agency whatsoever, and are just going through fever dreams throughout the entire game without any thematic rhyme or reason as to WHY these fever dreams happen beyond "ooooOOOh look how scary this is D:"
some of the characters have motives, sure, but they're so bare-bones they may as well not exist.

I found every character to be boring and unlikable and the Inception gimmick got old fast
Ruvik getting away at the end means there's no real closure either
